The Anne Arundel County Council introduced the final recommended drafts of the Region 6 Plan (Bill 1-26) and Comprehensive Zoning Map (Bill 2-26), and Region 8 Plan (Bill 3-26) and Comprehensive Zoning Map (Bill 4-26) at its meeting on Monday, January 5, 2026.
The regional plans are intended to serve as a guide for Anne Arundel County in developing land use and development policies and decisions. Each plan provides a detailed regional framework that flows from the vision articulated in Plan2040, Anne Arundel County’s General Development Plan. In accordance with the State’s Land Use Article, policies and implementation actions are required to be consistent with or have consistency with Plan2040.
Region 6 covers the southern portion of the I-97 corridor and includes Crownsville and portions of Millersville. Region 8 encompasses the southwestern portion of the County and includes Davidsonville, Edgewater, Harwood, Wayson’s Corner, and Lothian, among others.
The County Council will deliberate on and may amend the draft Plans and Zoning Maps at public meetings through April 2026. While the legislative process includes multiple opportunities for public input, meaningful review and discussion often begins before formal public testimony.
The first opportunity for public testimony on these bills is scheduled for February 2, 2026. Property owners, developers, and other stakeholders who may be affected by the proposed Plans or Zoning Maps are encouraged to engage early. Connecting in advance of the first public hearing allows time to assess potential impacts, develop an advocacy strategy, and, where appropriate, raise issues with the Office of Planning and Zoning and County Council members before positions begin to take shape.
