Harris Eisenstein Testifies in Support of SB 451 at Invitation of Senator Ready

Annapolis, MD – February 10, 2026 – Rosenberg Martin Greenberg partner Harris Eisenstein testified before the Maryland Senate Judicial Proceedings Committee at the invitation of Senator Ready in support of Senate Bill 451, legislation addressing compensation available to property owners in eminent domain proceedings.

In his testimony, Eisenstein, whose practice focuses on eminent domain and related litigation, outlined the inequities Marylanders face when their property is taken for public use. Drawing on years of experience representing individuals and businesses in condemnation matters, he explained that while Maryland law requires payment of “just compensation,” the payment often falls short of fully compensating owners for the financial burden of losing their property rights.

SB 451 seeks to remedy this imbalance by allowing property owners to recover not only the value of the property taken, but also reasonable legal, expert, and related fees incurred in the condemnation process. Eisenstein emphasized that the legislation represents an important step to ensure that Marylanders recover full compensation for their loss, consistent with the protections guaranteed by the Fifth Amendment.
