Bio
Brooke A. Hutchins joined Rosenberg Martin Greenberg, LLP as an associate in 2021. She works in the land use & zoning and real estate groups. Her practice involves advising clients on all aspects of land use and zoning matters, including the entitlement and permit processes, use restrictions, off-street parking requirements, stormwater management, historic preservation, traffic mitigation, green building requirements, and inclusionary housing obligations, among other real estate needs.
Prior to joining the firm, Brooke served as a judicial law clerk to the Honorable Lori A. Dumas of the Philadelphia County Court of Common Pleas, and handled complex issues related to tort law, civil and criminal procedure, tax code compliancy, property tax assessments, contract and property disputes, ejectments, and discovery. She also interned for Jerome B. Simandle, the former Chief Judge of the U.S. District Court for the District of New Jersey, and the Congressional Black Caucus. Brooke’s experience allows her to provide unique professional insight in zoning and tax code matters and gives her familiarity with local, state, and federal government and regulatory boards.
Brooke earned her law degree in 2018 from Temple University Beasley School of Law, where she was admitted to the Rubin Public Interest Law Honor Society and participated in the Integrated Trial Advocacy Program. She graduated from Georgetown University’s Walsh School of Foreign Service in 2013, where she received a Bachelor of Science in Foreign Service.
Prior to law school, Brooke was an Account Coordinator at MoKi Media, a public relations firm in Washington, DC. There, she interacted with clients to identify vision, set priorities, and balance competing PR needs; coordinated media publicity efforts; established and maintained a network of media, community members, and consumers; and planned VIP, corporate, and media events.
Brooke is personally invested in the success of BIPOC students in independent schools. She is a co-founder of the Inter-Ac and Independent School Black Alumni Association, which acts as an accountability partner for independent schools in Pennsylvania and beyond. Brooke brings her energy and commitment to advocating for others, cultivating relationships, and leveraging resources and social capital, into her law practice.
