Bio
Caroline L. Hecker, Managing Partner, joined the firm’s land use and real estate departments in August 2007. Her practice involves all aspects of land use and zoning matters, primarily in Baltimore City. She advises clients on all aspects of the entitlement and permit processes, including use restrictions, off-street parking requirements, stormwater management, historic preservation, traffic mitigation, green building requirements, and inclusionary housing obligations, among others. She has assisted clients in securing land use approvals for significant real estate projects throughout Baltimore, and she has substantial experience in negotiations and proceedings before legislative and administrative bodies. In addition, Caroline has significant experience representing clients in judicial review and appellate proceedings when their land use approvals have been challenged.
Caroline is a graduate of Tulane University (B.A., cum laude, 2002) and the University of Maryland School of Law (J.D., with honors, 2005). After graduating from law school, Caroline served as a law clerk to the Honorable W. Michel Pierson on the Baltimore City Circuit Court. She is a member of the bars of the State of Maryland, the United States District Court for the District of Maryland, and the United States Court of Appeals for the Fourth Circuit.
