Bio
Flannery Gallagher is an associate in Rosenberg Martin Greenberg’s Litigation department, where she represents clients of all sizes throughout complex, high-stakes commercial disputes. She conducts internal investigations and handles federal and state criminal and civil matters—from pre-charge investigation and motions practice through trial, appeal, and post-conviction proceedings.
Prior to joining RMG, Flannery practiced in the litigation and white-collar groups of an international firm in its Washington, D.C. office and served as a legal fellow at a criminal justice reform organization. During that time, the firm seconded her as a pro bono staff attorney to a family-law nonprofit, where she represented low-income clients in contested custody matters before the D.C. Superior Court. She served as trial counsel for three trials for third-party caregivers or as court-appointed guardian ad litem and secured favorable outcomes for her clients and their families.
While earning her joint J.D./M.P.H., Flannery worked for the Federal Public Defender for the District of Maryland and in the Civil Rights Division of the U.S. Department of Justice. She also worked on a federal criminal trial for an indigent client.
Flannery is an active member of the Baltimore community and is dedicated to improving and championing her hometown in every way. She is passionate about criminal legal reform and second chances.

Representative Matters
- Represented a large pharmaceutical distributor in negligence and public nuisance litigation brought by states and municipalities across the country.
- Represented pharmaceutical company in investigations and lawsuits brought by state attorneys general relating to the sale and marketing of over-the-counter products.
- Represented life sciences company in U.S. Department of Justice investigation concerning the promotion of medications, including use of speaker series and engagement of key opinion leaders, resulting in declination.
- Represented life sciences company in internal investigations concerning allegations of improper promotional practices by sales personnel.
- Represented third-party caregivers and served as guardian ad litem in contested custody matters as pro bono staff attorney at family law non-profit organization. Secured full legal and physical custody for third-party caregivers after two trials.
- Represented District of Columbia resident serving life sentence from conviction as a young adult in resentencing motion. Client was released from federal custody and resentenced to probation.
- Helped secure settlement for individual in a lawsuit against the NYPD and related entities for excessive force and deprivation of civil rights.
