Bio
A skilled trial lawyer and appellate advocate, Jamar R. Brown represents businesses, property owners, investors, and executives in complex commercial disputes in state and federal courts. He regularly litigates disputes involving commercial contracts, real estate matters, corporate governance issues, and business torts. He has tried several jury and bench trials to verdict in courts throughout Maryland.
Jamar also represents clients before Maryland’s appellate courts and the U.S. Court of Appeals for the Fourth Circuit. He has successfully briefed and argued a wide array of appeals, including medical malpractice cases, commercial and regulatory disputes, criminal appeals, and civil rights cases.
Known for his strategic approach to litigation and fearless advocacy, Jamar also regularly represents state and local governments in unique, high-stakes legal disputes and has successfully represented clients in land use and zoning litigation and estate litigation matters.
In addition to his legal practice, Jamar serves in several key leadership positions in the community. Among these roles, he is vice chair of the board of trustees and a director of the Enoch Pratt Free Library and serves on the Supreme Court of Maryland’s Standing Committee on Rules of Practice and Procedure.

Experience
Commercial Litigation
- Secured a jury verdict exceeding $400,000 on behalf of an executive in a wage and compensation dispute. Following trial, the court also entered a significant attorneys’ fee award.
- Represented dentist in dispute with partner over dissolution of dental practice and obtained trial verdict exceeding $250,000 in damages.
- Obtained dismissal on behalf of plastics manufacturer in high-profile environmental lawsuit filed by the City of Baltimore.
- Represented several closely-held LLCs and their managing member in derivative action and obtained summary judgment on all fraud and breach of fiduciary claims, resulting in global settlement.
- Represented national furniture hospitality supplier in breach of contract action and obtained dismissal for improper venue.
- Represented national commercial restoration and construction company in mechanic’s lien action.
- Represented two LLC directors against forced share buyout and secured judgment blocking action at trial.
Appellate Litigation
- Successfully defended $1.2 million jury verdict before the Appellate Court of Maryland, arguing that trial court’s evidentiary rulings were legally sound and not influenced by implicit racial bias. Harford Memorial Hosp., Inc. v. Jones, 264 Md. App. 520, cert. denied, 490 Md. 640 (2025).
- Co-authored appellate brief and obtained decision from the Supreme Court of Maryland reinstating a jury’s plaintiff verdict in police excessive-force case based on the sufficiency of video evidence. Estate of Blair v. Austin, 469 Md. 1 (2020).
- Obtained from the Appellate Court of Maryland a reversal of a summary judgment in a medical malpractice action and successfully argued that whether violation of the hospital’s chain-of-command policy caused the injury was a jury question. Fitzpatrick v. Univ. of Maryland St. Joseph Med. Ctr., LLC, No. 2407, 2021 WL 2142509 (Md. App. May 26, 2021).
- Successfully petitioned Supreme Court of Maryland to review, and ultimately reverse, dismissal of action filed by tenants challenging landlords’ illegal threats of eviction based on remedial purpose of statutory tenant protections. Wheeling v. Selene Fin. LP, 473 Md. 356 (2021).
- Co-authored appellate brief on behalf of international real estate investment company and persuaded the Appellate Court of Maryland to reverse $1.1 million judgment in favor of commercial tenant on grounds that damages were barred by lease. AAC HP Realty, LLC v. Bubba Gump Shrimp Co. Restaurants, 243 Md. App. 62 (2019).
Governmental Representation
- Obtained dismissal on behalf of local government in action alleging various tort claims against sheriff’s deputy based on statutory immunity.
- Assisted in the defense of county officials in a federal civil rights case alleging discrimination based on religion, race, or national origin in violation of RLUIPA and other federal statutes.
- Successfully represented municipality in tax assessment proceedings involving real estate valued in excess of $1 billion.
Land Use & Zoning Litigation
- Represented prominent Mid-Atlantic convenience store chain in contested, years-long appeal seeking zoning approval to operate gasoline service station.
- Represented residential treatment program and property owner in defending against community association’s opposition to redevelopment of condominium regime.
- Represented university and developers in litigating challenge to construction of student housing and mixed-use development.
Estate Litigation
- Represented beneficiary and personal representative of a significant estate in caveat action challenging validity of will and obtained verdict in favor of client on all claims at trial.
- Assisted in representation as court-appointed counsel to the testator in several highly-publicized lawsuits among family members concerning distribution of vast estate and other claims.
